Patria really had a hit on its hands with this model, so it's little wonder that other companies lined up to produce it under licence.
Not a linguistics expert by any stretch of the imagination, I think this is a dual-language machine, Russian and English. At the very least, and unlike the Kovac Arabic typewriter I have, there is a practical use for this typewriter, even if it is to only type prose in uppercase. My favorite quirk with is keyboard is the relocation of the number "3" key from the top bank; I assume there's a character in the Russian alphabet that resembles a "3", which explains why it can be found on the next bank.
