Seller spread 3in1 oil all all moving part, cleaned off with acetone but still sticks. Ink ribbon does not advance, possibly due to the sticky oil.
Canadian Spec key board(I guess)? has a += key top left of the Q key. 0 match in the provided database. Type face is also of unknow name. The flat top high tail 3 and open 4 indicates Billing numbers, but none-of the 8 matches. The only 100% matching is the Greek Pico numbres.
Made in Canada.

I have used ChatGPT to generate a quote. The modern language tool carried by the ancient language tool, a tale of two eras.

Update: I managed to get the ribbon advancement working, you guessed it - thick oil clogged the escapement. I have also damaged the M key during cleaning the swing arms using acetone. Instant damage to the key - I am so pissed at myself and the seller. People need to stop pretend they are some repair master just because they got a can of oil. Everything's covered with 3in1 but at lease now its almost cleaned up. the things still stick but at least i can type on it no problem. The M key will be a good f-up reminder for myself.

Edit#2: To those who dropped acetone on keys like I did: do not touch it. let it evaporate and the key will be almost fine in the end. Or better off cover the keys with at least a paper towel FIRST before bring any solvent near your machine.
