Hebrew keyboard. I'm confident about the year, though it may be wrong: 241999 is last serial number for 1947. Modell 12 is 1949.
Broken caps-lock key-cap, unfortunately. It would have been interesting to see what they call it (no standard, certainly not in that period).
The left shift key has name and possibly address on it: "H. Hummel". Odd.
