Hebrew keyboard. Dating based on twdb serial number lists. Coinage symbol is wrong for the year. It is for post-independence (1948) coinage: Israeli Lira, each 100 pruta. Pre-independence, British Mandate is for Erez-Israel Lira (Palestinian Lira), divided into 1000 "Mil".
Possible explanation is that the coinage key was replaced after 1948.
