This is an quirky "mill" that was made in 1942 - likely for the U.S. Military. I've seen similar Aristocrats (mills with the double Royal logos) with "U.S.M.D." imprinted on the paper table. I believe these were made for the medical division of the U.S. Army in the lead-up to World War II. Please contact me or leave a comment if you have any more information. So far I've come up pretty empty-handed when trying to research these.
